WP: The Impact of and Experience with the Safety Standard IEC 62052-31 for Electricity Meters

In 2015, IEC TC 13 has developed a new standard for electrical safety of electricity meters and load control equipment: IEC 62052-31: 2015. This standard became part of the 62052 / 62053 series, which are applied worldwide for the design of electricity meters.
Why is this safety standard introduced? When does the standard become effective? And what is the impact for meter manufacturers?
