In March 2025, the European Commission introduced its Action Plan for the Automotive Sector—a wide-reaching strategy to secure Europe’s leadership in clean, connected, and competitive mobility. The plan responds to significant shifts in the industry: the rapid adoption of electric vehicles (EVs), the integration of AI and software in vehicles, increasing geopolitical and supply chain pressure, and growing consumer expectations around sustainability and digital trust.

It’s a bold agenda, built on five strategic pillars:

4.  Skills and social fairness
5.  A level playing field and supportive business environment

The plan proposes real, tangible steps—from scaling up battery manufacturing and reforming type approval rules, to decarbonising fleets and accelerating charging infrastructure across Europe.

The Action Plan introduces a Battery Booster package and extended support through BATT4EU, aiming to reduce Europe’s reliance on foreign battery cells and raw materials while improving sustainability, performance, and traceability across the value chain.
