UK Government changes UKCA/CE marking guidance
The Department for Business and Trade (DBT) issued a statement on 01 August outlining its intent to remove the deadline for mandatory UKCA marking of products before 01 January 2025. Instead, CE marking will be recognised for product conformity on an indefinite basis. NMi is working with the DBT to understand the detailed implications of this policy change for our industry. We will share additional information as soon as we have clear advice. In the meantime, please do not hesitate to get in touch with any questions or concerns.

The UKCA is a new conformity mark for assessment of quality systems related to the production and verification of measuring instruments in Great Britain (England, Wales and Scotland). It takes the place of most products previously requiring the CE mark to enter the UK market on 1 January 2021. After certification under this scheme, you can conduct the initial verification of your products.
The UKCA mark, however, will not be recognized outside of Great Britain. Products sold in the EU will still require CE marking. CE marking will continue to be accepted in Northern Ireland under the Ireland/Northern Ireland Protocol.

The number 8506 will be replaced with another number if another Approved Body is involved in the production control phase. The UK marking (UKCA symbol) has to be at least 5 mm high.

Yes, this is possible. But it is not immediately necessary. Module B certificates from NMO remain valid until the validity date of the certificate. Only if changes to the certificate are required, you need to transfer the certificate to NMi or another Approved Body
Does this include UKCA?
If you currently have an EU-TEC from NMO, NMi can transfer that to a TEC valid in the UK to cover UKCA. Additionally, we can transfer the certificate to an EU-TEC to cover the CE marking for the EU and Northern Ireland. In that case, you will get two certificates.
Yes, this is possible. NMi will review the latest audit report issued by NMO. NMi will continue with the scheduled audit dates from NMO as much as possible.
Does this include UKCA?
If you currently have a Module D from NMO we can transfer that to a Module D for the UK, so it will cover UKCA. Additionally, we can transfer it to a module D for the EU as well to cover the CE marking for the EU and Northern Ireland. In that case you will get two certificates.
Does this also include Weights and Measures Act Section 11a certification?
No. An Article 11A certification can only be obtained from OPSS. They probably will take an audit report from NMi into account for this certification. NMi is currently working to update our accreditation to guarantee that OPSS will take our audit reports into account for the Article 11A certification.
The British legislation does not explicitly allow or disallow the situation where Module B and Module D do not have the same manufacturer. NMi Certin UK (TIC) Ltd. has the opinion that this situation is allowed. Both companies shall have a binding agreement on keeping the module D owner informed about the instrument’s design and production. Besides that, the owner of the module D shall ensure the instruments placed on the market are compliant with the TEC by either:
Yes, this is possible. Module B certificates from NMO remain valid until the validity date of the certificate, even if the Module B certificate is an EU-TEC (issued before 1 January 2021).
Evaluation and Parts Certificate do not have validity by themselves. Whether or not they can be used under an EU-TEC or TEC that is valid in the UK depends on the availability of the documentation. This includes all design documentation, test reports and production documents. If you own the Evaluation of Parts certificate yourself, you have guaranteed access to this documentation, and you can use the certificate under an EU-TEC or TEC that is valid in the UK. Evaluation of Parts certificates that you do not own have to be evaluated case by case.
No. NMi will continue with the scheduled audit dates from NMO as much as possible. If the previous audit was six months ago, we would schedule the next audit about six months from now. Our approach is to minimise the manufacturer’s impact and aim to take account of previous audits and align audit schedules.

For the UK NAWIR and MIR, NMi Certin UK (TIC) Ltd. is accredited by UKAS under accreditation number 23275. NMi Certin UK (TIC) Ltd. is appointed Approved Body by BEIS under number 8506.
NMI UK is appointed for all regulated measuring instruments set out in NAWIR 2016 as amended in the MIR 2016. As of June 2022, we also extended our scope to include Exhaust Gas Analysers.
